*flocks around in a vulture fashion* that ralliart airbag cover does look awfully fancy. ;)
Some people just need to stay away from cars altogether. car modding and driving should not be an entitlement for everyone.

The cruise hose goes on the brass colored bellows looking thing above where the end of the throttle cable hooks up. The middle pipe you asked about goes on the vacuum control valve.
The vacuum control valve bolts down on the bracket that connects to the engine block an the back of the intake manifold. Here this second pix of a reddish colored valve thingie is the vacuum control valve.

El what you need to do is unhook the o2 sensor, coil wires and fuel injector clips and pull all that harness out of the way so you can see what your doing bro. It a bitch trying to work in that harness mess.

El take the hose off the red egr solenoid the black end of it. Hook it to the other end of the vacuum pipe. Then take a short piece of hose connect it to the black end of the egr that you just removed the hose from and hook thhe short hose to the vacuum pipe in the pix you sent. This section of hoses are tee'd off a hose from the egr from there it goes to the vacuum control valve.
El this is the egr solenoid. In the picture you sent I see a hose on the black end of the sensor. The hose has a green strip on it
